The College Place Wastewater Facility Plant Upgrade is required as part of the City's permit renewal from the State for operating the wastewater system. The full upgrade is divided over four phases over a period of twenty years. Phase 1 is construction of an impoundment, upgrade the sequencing batch reactors, replacing equipment, and acquisition of additional land 80 acres (completed) for farming operations for water soluable crops that absorb the treated Class B wastewater. Phase 1 improvements will go through 2023 and have an estimated price tag of $26 million. This project has been within the city's six year Capital Facility Plan since 2017. It is being driven solely by State Permitting Regulations. The City is working with State, Federal, and other partners to submit a variety of grants to help pay for the projects to try to cushion the amount of utility rate increases needed to fund the State mandated project.
